In June this year, the State Ministry of Communications released a new version of "Classification of Toll Highway Motor Vehicle Travel Expenses" (JT/T 489-2019), adding the category of "Key Operating Vehicles" and changing the classification basis for passenger vehicles and large trucks. The classification boundary value of Class 1 and Class 2 passenger cars will be revised from 7 to 9 approved passengers; Trucks will pay tolls according to their models, further reducing disputes over tolls and facilitating toll management.
We will re-examine the classification of vehicle types and resolutely win the battle to cancel toll stations along the provincial boundary of expressways. All localities should do a good job in the classification and adjustment of toll road vehicles in accordance with the "Regulations on Toll Road Management" and the "Regulations on Classification of Toll Road Vehicles" (JT/t 489-2019), and re-approve the toll collection standard with the development and reform (price) and financial departments. After reporting to the provincial government for approval, the unified implementation will begin on January 1, 2020.
To speed up the installation of ETC vehicle-mounted devices, strengthen the policy propaganda and interpretation work. For existing ETC users whose vehicle type classification has changed, targeted services should be provided through directional notification, appointment installation and other means to replace ETC vehicle-mounted devices or adjust vehicle type classification.
For trucks and special operation vehicles, the ETC vehicle-mounted device can be installed and replaced according to the new classification standard or the classification of vehicle types can be adjusted, the non-cash payment function can be enabled, and the current charging standard and charging method can be continued. Starting from January 1, 2020, the electronic toll collection function will be activated, and ETC single card users (ETC users without on-board devices) will no longer enjoy the basic preferential policy of not less than 5% of vehicle tolls in principle.
For 8-seat and 9-seat minibuses less than 6 meters in length, tolls will continue to be collected in accordance with the existing classification standards for vehicle types. Starting from January 1, 2020, vehicle tolls will be collected uniformly according to Class 1 buses, and ETC on-board devices will be installed and replaced or vehicle models will be adjusted.
How will the new standard classify truck models
Judging from the announcement, the new standard is no longer a single quasi-load tonnage, but a vehicle type classification method in which the axle is listed as the first index, the maximum gross weight and the whole vehicle length are listed as the second index, and various indexes are superimposed.
The first index is to divide truck models by axle number.
Based on the number of axles, truck models can be divided into two, three, four, five, six and more axles, which is very similar to the division ladder design of five types of 1-5 models in the 2003 edition.
Second indicator: length of vehicle and maximum allowable total mass
Compared with the old standard, there is an important change here. It is no longer according to the permitted tonnage on the driving license, but directly according to the gross weight of the vehicle on the driving license. In the new standard, more than six-axle vehicles are added. Trucks with more than six-axle vehicles belong to over-limit transportation vehicles. The new standard clearly stipulates that over-limit transportation vehicles shall be implemented according to the total number of axles of vehicles. At that time, it is likely that over-limit permits must be issued and declare in advance will be allowed to pass on the road.
